Update Standard Logic App workflows and remove deprecated assets

Summary

• Updates StandardLogicApp/SCIMTests_Workflow.json and StandardLogicApp/UserTests_Workflow.json from the confirmed Logic App export.
• Normalizes both supplied workflow JSON files from CRLF to LF without changing their parsed JSON content.
• Bumps StandardLogicApp/VERSION from 11.0 to 12.0.
• Removes the deprecated top-level setup document, Logic App template, and legacy Microsoft.SCIM.LogicAppValidationTemplate/media assets (image1.png through image58.png plus sample.txt).
• Explicitly preserves Microsoft.SCIM.LogicAppValidationTemplate/StandardLogicApp/media; it has no changes in this PR.

Validation

• Parsed both updated workflow files successfully and verified the expected kind, definition.actions, and definition.triggers structure.
• Compared source and committed JSON after parsing and confirmed semantic equivalence.
• Verified the committed workflow blobs contain LF line endings with zero CRLF sequences.
• Checked workflow action counts: SCIM tests 290 -> 325; user tests 383 -> 383.
• Verified VERSION is exactly 12.0 with ASCII/LF encoding.
• Verified the worktree is clean, the deletion scope is limited to the confirmed deprecated paths, and StandardLogicApp/media has a zero-file diff.
• Ran git diff --cached --check before committing.

Reviewer notes

• The large deletion count is expected because the obsolete top-level media directory contained 58 images and one sample text file.
• The similarly named StandardLogicApp/media directory remains intact and should be treated as an explicit safety boundary during review.
• No build or test harness is available/required for these Logic App template assets; validation focused on JSON integrity, schema shape, semantic preservation, line endings, and exact repository scope.
