[WoA] Automate public cross-repository dispatch

Tracks https://github.com/NVIDIA-dev/cuda-python-private/issues/584.

This is public PR B, stacked on public PR A (#3025). It deliberately reuses the reviewed manual broker instead of introducing a second resolver or dispatch path:

• ci.yml calls the automation wrapper after the Linux and Windows Arm64 build groups finish;
• the compact wrapper applies the three-commit / two-hour batching policy, then calls the existing [WoA] Add manual cross-repository broker #3025 broker;
• the existing broker additionally supports workflow_call, accepts an in-progress source run after its representative producer succeeds, and resolves the 15 artifacts needed by all supported WoA Python variants; and
• the phase-one transport smoke workflow is removed.

The WoA result remains informational and is not added to the public Check job status dependency graph.

Review surface

• 4 changed files
• 211 additions, including the 150-line batching wrapper
• no new resolver module, dispatch broker, schema, or cancellation controller

Validation

• actionlint 1.7.12 and git diff --check pass.
• Extracted Bash steps pass bash -n.
• Live public run 37333876562 resolves all 15 exact artifacts.
• The compact batching step produces the expected bootstrap decision against live repository state.
