Adds a post-publish clear_pending_release_labels job (live runs only, continue-on-error) running Mind's clear-released --version $VERSION --remove-labels, so labels no longer depend on someone remembering /review_release. Mind ledger edits stay with /review_release step 6 (CI writes to Mind main would race the self-heal bot). Needs PyAutoLabs/PyAutoMind#478 merged first.

New post-publish job `clear_pending_release_labels` (needs `release`, live
runs only, continue-on-error) checks out PyAutoMind and runs
`lifecycle.py clear-released --version <v> --remove-labels`: the GitHub half
of the pending-release chain, limited to PRs whose merge commit the new tag
contains. Mind files are not touched here; the Mind half stays with
/review_release step 6 (writing Mind main from CI would race the self-heal
bot and live sessions). Requires the PyAutoMind clear-released verb on main.
