Remove dead Probot stale and no-response config - #208

These files configured probot/stale (stale[bot]) and probot/no-response, both of which upstream has archived. Neither bot has acted on any benbalter repo in years: stale[bot]'s last comment was on 2020-12-25 and no-response's on 2018-09-06. The files were synced from benbalter/shared-community-files, and that sync was retired in benbalter/.github#8, so nothing keeps them current either. Also drop the CLAUDE.md "Generated files" section, which only existed to explain where these two files came from and would otherwise link to files that no longer exist. .github/stale.ymland.github/no-response.yml, which configure two Probot apps that no longer run.Why
Keeping the files suggests automation that doesn't happen. No code or workflow reads them.
Also removes the CLAUDE.md "Generated files" section, which only explained where these two files came from and would otherwise link to deleted files.
