ci: pull Testcontainers images through the Docker Hub mirror - #199

The integration tests failed on a pull request because Docker Hub returned "toomanyrequests: You have reached your unauthenticated pull rate limit" for the postgres and ryuk images. CI now pulls these images from mirror.gcr.io, which has no limit for anonymous pulls.

The integration tests failed on #125 because Docker Hub returned "toomanyrequests: You have reached your unauthenticated pull rate limit" for the Testcontainers images. A rerun failed the same way.
CI now sets
TESTCONTAINERS_HUB_IMAGE_NAME_PREFIX=mirror.gcr.io, so Testcontainers pullspostgres:15.1andtestcontainers/ryukfrom the Google mirror of Docker Hub. Local runs do not change.Verified locally: with the variable set, Testcontainers pulled
mirror.gcr.io/postgres:15.1andmirror.gcr.io/testcontainers/ryuk:0.11.0, and all 369 integration tests passed.
